Background / 背景

Following the Wang Fuk Court fire, where the government stated that the scaffolding netting met flame retardant standards but the styrofoam used to seal windows caused the rapid spread of fire, TVB News conducted tests on materials from Shui Wo Court in Sha Tin, which is undergoing similar major renovations. Samples of scaffolding netting and styrofoam were collected and tested in a laboratory at The Education University of Hong Kong.

大埔宏福苑五級火後,政府指棚網符合阻燃要求,但圍封窗戶的發泡膠導致火勢迅速蔓延。TVB新聞發現同樣正進行大維修的沙田穗禾苑,所用的棚網阻燃功能存疑,遂將其中一塊發泡膠和圍網樣本,交由香港教育大學實驗室進行化驗。

Test Results / 測試結果

1. Scaffolding Netting / 棚網

  • Method: Samples cut to 15cm x 7cm for fire testing.
  • Observation: Continued to burn after the fire source was removed. Burnt out completely in approximately 21 seconds.

    • The netting is made of Polyethylene (PE), which is a combustible material.
    • Without flame retardants (like phosphates and amines), it will not self-extinguish once the fire source is removed.
    • It acts as a "very effective combustion promoter" due to its material and porous structure.
  • 測試方法: 將樣本裁剪成15厘米乘7厘米,進行防火測試。

  • 觀察結果: 離開火源後繼續焚燒,用了約21秒就燒光。
  • 專家分析 (周卓輝教授 - 香港教育大學科學與環境學系):
    • 圍網本身是聚乙烯 (Polyethylene),屬可燃物。
    • 若無添加阻燃劑(如磷酸鹽和胺),離開火源後不會自己熄滅。
    • 由於它是聚乙烯且有許多孔洞,是非常好的助燃物,會令火勢急劇加速。

2. Styrofoam / 發泡膠

  • Observation: Burned faster than the netting. Released black smoke and flames. Burnt to ash in approximately 17 seconds. Produced a pungent odor.
  • Expert Opinion:

    • Prof. Chow Cheuk-fai: Styrofoam is 98% air and contains Polystyrene, which is flammable. The air bubbles make it burn very easily.
    • Dr. Tsao Chung-ho (Respiratory Specialist): Burning styrofoam releases large amounts of toxic gases (including Carbon Monoxide and PAHs) and suspended particles. Inhalation can cause hypoxia, coma, or death.
  • 觀察結果: 點著後燃燒得更快,冒出黑煙和火舌。期間傳出刺鼻氣味,約17秒就化為灰燼。

  • 專家分析:
    • 周卓輝教授: 一般發泡膠成分中有98%是空氣,另外含有聚苯乙烯,屬於易燃物質。容易燃燒。
    • 曹忠豪醫生 (呼吸系統科專科): 燃燒發泡膠會釋放大量有毒氣體(如一氧化碳、多環芳香烴)及懸浮粒子。過量吸入會導致缺氧、昏迷甚至死亡。需佩戴N95口罩才能有效阻隔。

Relevance / 相關性

The test results suggest that if non-flame-retardant scaffolding netting and styrofoam are used to enclose a building, they have a high potential to promote combustion. This casts doubt on the safety of materials used in similar renovation projects and questions the initial assessment of the netting's role in the Wang Fuk Court fire.

測試證實若使用不阻燃棚網及發泡膠圍封大廈,有極高助燃效果。這對宏福苑起火事件中「棚網合格」的說法提出疑問,並提示其他進行類似工程的屋苑(如穗禾苑)可能面臨的風險。

  1. Unrecognized Certification Body: The "CMA" marked on the certificate is not a mainland certification body recognized in Hong Kong.
  2. Inspection Report vs. Test Report: The document is merely an "Inspection Report" (visual inspection), not a detailed "Test Report" or "Case Report".
  3. Lack of Data: A proper test report should include details on test standards, instruments used, and temperature records, which are missing in this document.
  4. Incomplete Information: The QR code on the certificate links to confusing results and does not mention any flame-retardant coating on the styrofoam.

消防顧問梁錦德指出: 1. 機構資質: 證書上的 CMA 字樣顯示其並非香港認可的內地認證機構。 2. 報告性質: 該文件僅為「檢驗報告 (Inspection Report)」(肉眼觀察),而非嚴謹的「測試報告 (Test Report)」。 3. 缺乏數據: 報告缺乏測試標準、儀器及溫度紀錄等關鍵數據。 4. 資料不全: 掃描二維碼後的結果混亂,且未提及阻燃塗層。

Technical Context: Class B2(D) Standard / 技術背景:B2(D) 級標準

According to the National Standard, Class B2(D) requires: - Heat Release: Maximum 750 Watts/second (approx. medium heat of a microwave). - Flame Height: Maximum 15cm within 60 seconds of ignition.
